In telematics, Vehicle Tracking is a subset of Fleet Management.
When you trace the movement of a vehicle over a period of time, it is called vehicle tracking. Even when you track a fleet of thousands of vehicle, you are still doing vehicle tracking.
Fleet management is the process of handling more advanced management tasks involving a fleet which is not achieved through vehicle tracking. Driver Management, Passenger Management, Trailer management, Stock Management, Commodity Management, Cold Chain Management, Logistics, Route Optimization, Delivery Management, Route Dispatch Management, Fuel Management, Maintenance Management etc are a few examples of an advanced fleet management system.
